Unified Copilot Chat with a Work IQ Toggle

Web chat and work chat merge into one interface, with a Work IQ button in the top left that turns access to work data on or off.

Separate web and work chat tabs are replaced by a single chat surface, so there is no longer a wrong tab to land in
The Work IQ button sits in the top left of the chat interface and is on by default, meaning work data is used unless you switch it off
Available on Windows and Web
